is this fin rot?

My water quality has been somewhat... poor lately, so it wouldn't suprise me... and if it is fin rot, I don't think I'm going to use any medicines until the water is where it should be. (my beneficial bacteria was wiped out recently, long story.)

I'm asking about his top fin on his back...

(I normally photoshop all the images I upload here, but purposefully left this one as is. I can photoshop it if you need me to.)

It's only on one or two of my cobra guppies... their fantail have been kind of ragged for about 6 weeks, but figured it was from fighting. First time noticing it on the top (dorsal?)fin...

its kinda hard to tell as both pics are a little blurry...usually with fin rot, the bas of the fin will look red and inflammed. Some one on here reccomended fungus eliminator (i think its eliminator) but its made by Jungle....i used it in my cichlid tank for my acei that had fin rot and his fin is already starting to grow back and looks GREAT...but dont use any meds untill we can get a positive ID as to what this actually is....
