If you have organic no chem's added to this garden peat there you can add it BUT peat WILL lower your hardness and pH so be SURE what KH/pH you have there and what your fish NEED before doing this!!!

No it will lower you pH and KH significantly spc if you do the whole tank's bottom with it; which is that's what's needed for the fish you have that's good then but otherwise stay away from it.

Plus also really dep on the plants you have any stem plant will feed of the water so you'd rather wanna use a comprehensive liquid fert anyway if you have troubles with growth there.

Why don't you tell us what kind of fish you have... Many species LOVE lower PH water... Many tetras, south american cichlids, goldfish (although not reccomended for aquaria), etc NEED low ph water. And if your fish don't mind the low PH (for example, fish that require between 6.0 and 7.5) many plants like it as well... although as angel said, stem plants don't really care either way.
