While the tank may be heavily planted, I don't think there is enough physical room in that tank. Glowlights are active fish and need a 20 gal tank. They are also a schooling fish that should be kept in groups of 6 or more; just adding 4 or 5 would cause problems. While you may have the plants and the filtration, physical space is your issue.

While there are some schooling fish that can fit in a 10 gal, I think the dwarf gourami or the killifish might see them as food.

I think my gourami would but my killifish is very timid towards other fish. Also is there any small non-schooling fish that would work in my tank its just seems so empty and iv been looking for awhile for some more fish and i was also thinking coral red pencil fish.

Coral red pencilfish are schooling fish, too. There are very few fish that can fit in a tank that size and aren't schooling, and none of the ones that I know will be able work with your current fish. You could try for a small school of corydoras like the masked cory; they are small enough to keep in a 10 gal and have a wide range of parameters they can live in.
