What I have in LEDs is probably pretty close. It's a 24" in a 30" tank, 37 gallons so its a bit tall which also reduces the light at the bottom in addition to the duckweed and floating pennywort. I just setup another tank with a T5, 20 gallon 24" tank but haven't had it going long enough to judge yet. I will be moving my LED over to it and upgrading my main tank to a more plant oriented unit... more light.

Make sure that the bulb is a plant bulb though. 6,000 -7,000 kelvin or some full spectrum equivalent.

Floaters are OK as long as you can control them somewhat. I slid the fixture to one end to create a really low light end for all the crypts and java fern and put all the medium light stuff more directly under the fixture.... you might not be able to do that with a fluorescent.
