If the light is standard screw in light bulb then your java moss is not getting enough light for certain. Get a screw in compact flourescent if you can and use it. Walmart and other stores sell one that is acceptable for plant growth. Make sure the spectrum of the bulb is 6500K. It will say it right on the packaging. Incandescent bulbs, the ones with the filaments in them, are worthless for plant growth in the aquarium.
