I use Quickrete play sand in all my freshwater tanks.

What do you mean by "won't effect water"; Are you referring to it making the water cloudy or the water parameters?

Sand that is just sand will not affect parameters. Sand that you collect yourself from the beach is filled with shell fragments that will.

The important thing about sand is making sure you do not get too fine a grit. Too fine packs down to much, becoming too hard for root growth, and some other issues.

I prefer 20/40 grit sand blasting medium. Cheap at $8 per 50 pounds, plentiful, available at every farm supply store, and doesn't require much washing.

Pool Filter Sand is perfectly good too.

Play Sand is not uniform grit sized, and requires a lot of washing to get out the fine particles. Some people use it to good effect.

Calcium based sands will have an impact on water parameters, while silica sand will not. The vast majority of sands out there are silica sands, including play and pool.

I'm a big fan of the pool filter sand because of its uniform shape and size.

i think the bigger one that affects sand packing down is size inconsistancy

mixing large, small, smaller grain sizes, ... once on the bottom they all work together to keep itself in place

if everything is consistantly the same size, there is very little beside each grain to hold it there, ... no large grain pushing on the smaller grain, no smaller grain the larger grain has to roll over

i don't know what the science/technology is called, but they're aware that when all the grains are the same size, things continue to slide with only a little water, for them that's dangerous, ... when mixing large, small, and things in between, it packs down very solid, ... for those industries that's good, ... for us, not good at all
