Tetras bullying or playing?

Hi, all. I recently bought 3 glofish tetras. They seemed to take 3 territories as their own: Red guy on the left, orange guy in the middle, and green guy in the right. Both red and green were chasing and nipping at orange, especially the green one. The green one is more aggressive. I moved the green guy to a small tank to calm down for a while and added him again. They're better, but they are still chasing each other around. Is this normal? Is it aggressive behavior or is it just friendly playfulness?

Thanks in advance

They are establishing dominance. You really don't have enough to school, for that you need 6-8. The one being picked on the most is the weakest fish.l
