I have one of my penguin tetras that seems to be bullying the rest of the fish in the tank, any ideas??

Hi I have 3 penguins 3 rosy tetras and 5 zebra danio

if you can,enlarge the group…tetra always do better in a large group
and like barbs,should keep arguments between themselves.
