So, my daughters new betta has gone from completely outgoing to hiding if I get within 10ft of his tank. Will he realize I'm not a threat and be more outgoing again? I've never dealt with a skittish fish like this before.

Yeah, that can be pretty normal. Some Bettas are more outgoing than others and will settle quickly while others, it will take a lot more time. It's the same with people and all our different personalities Just keep doing what you normally do and he'll eventually realize that your hand or a hand means food generally and will warm up ^_^

He's not eating his food and it's just going to dirty his bowl. I don't have a small enough net to fish it out of the sand. Can I fast him for a week until he's more used to us and wil be out when I put food in?

You could just fast the fish for a little. Or you could just feed small amounts - as in less than a full feeding, not enough to make a mess. Chances are the fish will come out to eat when you leave so to start I wouldn't worry about watching the fish eat.

Took 3 month before my African knife would let me watch it eat.

Turkey basters (bought specifically for the tank, unused for other applications) are great at removing uneaten food.

i have noticed my old bettas being skittish if they were in bowls. because of the bent glass,everything they see is warped. they eventually get used to it.
