Rosette sword stays pretty small, crypt size often depends on light levels. Lots of plants will stay shorter in higher light (not swords, obviously!). Micro crypt is a nice short plant for me, so far.

How short?
My Cryptocoryne lutea stays small.
Anubias Nana Petite stays bitty, too - a rhizome plant.
Both have been very easy to care for in my low light tanks so far. ^__^
Hope this helps!
glosso, staurogene repens, dwarf baby tears, riccia and dwarf hair grass. some of these will need to be trimmed. others will need to be anchored.
