What you're asking sounds like a case of swim bladder problems with fish. Swollen eyes is a result of exophthalmus or dropsy(accompanied by protrusion of scales and swollen abdomen).
Dropsy is a result of poor water quality(in which you'll be ask of your water stats) or bacterial infection. If the fish has protrusion of scales, this part will most likely mean treatment would no longer be possible.
