Hey mate and welcome. I think we have the same problem. A few questions for you.
1. What is your current stocking level?
2. How long do you have the lights on for?
3. Type of plants? Is it affecting certain types only?
4. Do you have the figures for GH, KH and PH?
5. What is the specific flourish product? ( on the bottle)
6. How often do you dose the ferts?
7. Does the brown stuff wipe of if you clean the leaves?
8. How often do you change the water? And how much?
I'm sorry as it is a Lot of questions. But info is power. Sounds like diatoms. I'm still fighting it and I would assume to many nutrients, on particular phosphates. If you have the space maybe oto cats or cherry shrimp could assist. Otherwise clean or remove the leaves and do water-changes to remove them from the water column.
I'm no expert, hopefully some one else will chime in and offer some more assistance.
