That looks like a cross between a zebra danio and a neon tetra but it could just be a malnourished zebra danio or neon tetra kind of hard to tell... Besides, I am not really sure if a danio and neon tetra coulod breed together so its more likely to be a malnourished zebra danio or neon tetra.
No, this is a very healthy "something". Doesn't fall in the tetra family as it doesn't have an adipose fin. After just searching more I've come to the conclusion that it is a rasbora. I think it's probably a slender rasbora (Rasbora daniconius). Possibly a burmese gold neon rasbora. (Rasbora paucisqualis). There are a slew of similar rasbora. Can anyone narrow it down?
