Would that work, the light is 9 watts so i'd expect to be able to have plants, im debating if i get it to get betta or a shrimp tank, any tips?

Its 3 gallons with a 9 watt clip on light, i was thinking of putting a glad wrap cover over the tank with some air holes so the betta cant just out but can still breath, it will also raise the temperature a bit. It comes with a filter but no heater

WPG doesn't work with little tanks (Under 15 gallons). To get the same amount of light intensity over a 3 gallon you would get from 250 watts over a 55 gallon, you'll need sometime like 25 watts of light. It has to do with light flux per surface area of the tank. So a 9 watt bulb will give you a low light situation.
