I looked into this one myself as part of my stocking plans but then opted for something entirely different. It is also known as the Imperial Blue Rainbow Tetra (try searching on this name as you may have more success). Colours can vary significantly and females are plumper in the body. Info on the species is limited but the general guidelines are as for most small SA Tetras...Acidic pH, mid 20s'C and a shoal of preferably 12 or more. Originates from Peru but is being captive bred in a handful of European countries.
Speaking from a UK position, it has been available since the mid 2000s but is still quite rare. Because of this they are one of the more expensive Tetra, along the lines of the less expensive Pencilfish.
