Yes, you can add the dechlorinator prior to adding the water, but to be safe, it's best to do this when you do small water changes. Water companies may flush their system and run additional chlorine/chloramine or sometimes have been known to do this during seasonal changes. You should be able to contact them to find out when they plan to do this. Otherwise, if you plan to do large water changes, it's safe to dechlore, heat, and age your water prior to water changes.
