Let's use a hypothetical tank here: a 10g tank with a divider running down the middle, housing 2 male Bettas. In my 5 gallon tanks, I have box filters running. In my 10 gallon tanks, I have HOBs. Let's say I were to make this hypothetical tank a reality. Would I need 2 filters, or how would this work?

I plan on making this tank a reality, in fact, and the divider would be a DIY with plastic canvas and report holders, which would most likely allow for circulation of water between the sides. It would have sand as a substrate and a few rocks here and there, not to mention some form of hiding place.

Is there a way you can modify the return or intake so it draws in water from one side and returns it on the other?
I am not familiar with HOB as I have never had one, but could you use a PVC pipe is some elbows so the water is drawn on one side, goes through the pipe into the filter and then returned into the tank on the other - does that make sense?
If not, can you place it in the middle or close to the middle?
Also that some bettas might not like a lot or any flow, so maybe you don't need to worry! :)

You can use two dividers. Center your hob on the tank. Next, place a divider on either side of the hob. Angle them so they meet at the front. Perforated dividers are great for this. Another way to do this,is to place a hamburg matten filter between the two. These are made of poret foam and are both a flow through divider and a huge biological filter.
