Remove the impeller. Clean the impeller. Clean the housing the impeller sits in with q-tip or similar. Reassemble. Prime and plug in. If it still doesn't start poke the impeller with a pencil while its plugged in.
Also if you hold the impeller in your hand near the motor, with the motor plugged in. You should feel the tug/vibrating on the impeller from the motor. If you get nothing then the motor maybe shot. Its an easy trick for testing second hand filters under dry conditions.
