I would agree that a substantial water change (or even a complete redo) is in order. If you need a conditioner, I suggest Seachem Prime. You might add one of the many beneficial bacteria products like Dr. Tim's One and Only, Tetra SafeStart, API QuikStart or Seachem Stabilitly. Alternatively, as mentioned, you could use used filter material or substrate from a healthy established tank. Start out with just a couple of fish and monitor your water.
