Cardinals V Neons? Other options?

Hey guys,

I'm planning on how to stock my tank. My research-internet-travel things have given me a lot of info about cardinals. The thing that sticks out to me is water hardness. Where I live, the pH is just above neutral and the water is moderately hard. I assume that rules out cardinals?

What about neons? I hear they're less finicky about water params.

What other options of tetras or any other (non cory) fish do I have if I plan on having honey gouramis?

These are the two numbers the city site provided:

7.5 grains per gallon with a range of 6.7 to 8.5 grains per gallon
92 milligrams per liter (mg/L)

The tank is 38g.

EDIT: so if neons and cardinals don't work, how about harlequin rasboras? I hear their peaceful, do fine in my water over here, and are good-looking. please tell me they will work lol.

I will probably go with the cardinals then. *facepalm*
