55 gal tank
Stock list-
Odessa Barbs (Puntius ticto): 6
Cherry Barb (Puntius titteya): 6
Neon Tetra (Paracheirodon innesi): 6
Zebra Danio (Danio rerio): 6
Peppered Cory Cat (Corydoras paleatus): 6
Rio-***** Pleco (L 135) (Peckoltia sp. platyrhyncha): 1

I would like Low-Moderate light plants and I would like to have a large foreground and small/minimal mid- and background. (I may make the midground wrap around the sides to give that more depth and a different look)

On substrate I would prefer something that not going to need to be fertilized every week.

With the filter I would prefer either HOB filters or a canister because in some of my reading they discourage sumps (some even HOBs) because they allow more CO2 to leave the water which is needed by the plants.

Please say if I missed anything or any suggestions. Thanks

Oh okay :)

Is the stock list ok?
Technically yes. I however would do two large schools instead of a bunch of multiple small schools. So maybe do 10-12 odessas (have a couple more females than males) and than the neons (15 or so). Than do 10-15 peppers, more the merrier! Tha n with the pleco. I dont know much about L135 but with bushynose and clowns they are a lot more active in small groups. So if you have a lot of driftwood and plants. I would say get a small group, but again i dont know 100% with them.

Plant suggestions;
Background plants; bacopa, water wisteria, water sprite, anachris, temple hygro, crinum natans, and scarlet temple.

Anubias, mosses, and java ferns attach to druftwood.

Floating; frogbit, dwarf water lettuce, and hornwort.

Mid group plants; crypt wendetii, micro swords, dwarf lilies, banana plants, and bacopa if you trim low.

Low carpet plants; dwarf sag, dwarf four leaf clover, crypt parva, dwarf hairgrass(if your running co2) and glosso (if your running co2)

Marimo moss balls, just cool things ;-)

HOB or canister filter?
I would do a fluval 406 and an aqueon quietflow 20 (for more surface movement). If you dont mind splashing than raise the fluval out of the water a little to get more oxygen.

What type of substrate?
I have a mix of flourite gravel and petco black sand. So i would recommend that, it works great. One thing you have to do is mix it every water change to get more sand on top. If you look at my avatar you'll see what im talking about. But if your budget is good than you can get ADA soil and all that fancy stuff (which there is no way i could afford :-(). But not really needed.

Also even though you said no ferts, i STRONGLY recommend a couple of seachems flourish line. I use potassium, comprehensive, and excel in my tank with great results. But again definitely not needed.

Well you can do what you want. I was just saying that the tank looks better with not a lot of schools, IMO. Also you dont have to do bushynose, you can still do L135. I just dont know much about them.

Odessa barbs get pretty big. In a 55 I would only do 6-8 of those but up the qty of the smaller schooling fish.
