    I would.. start by giving him 1 piece in the morning, 1 in evening.. that way he recovers from the fasting and gets used to his new food gently. After a few days of doing that I would feed him 2-3 pellets of the buffet twice a day, as they are small and shouldn't cause any digestive problems.

    Hikari had recently changed their ingredients from what I understand, and actually went down in quality. Unsure if maybe last time you bought it, you got the new recipe which could affect him. I use the Omega Betta Buffet with great success on even my pickiest of eaters.

    He doesn't sound too bad right now, but definitely to be on the safe side continue what you are doing and go to Epsom if he isn't better.
    What type of food are you feeding? Some lower quality foods can easily cause this, regardless how much you feed them. Have you changed food recently?

    If you can, mix the salt/water/conditioner in a gallon water jug (or any clean soap free liquid container that is a gallon), and use that for the water changes if you want.. since he is having trouble swimming, you are doing the right thing by lowering his water.. so the water jug will make it easier to do changes for the lesser water.

    Sorry to hear he isn't doing so well :(

    Go ahead and give him another day and see how he does on fasting and if that doesn't work then I would try Epsom, start him out at 2 teaspoons per gallon (make sure to dissolve it completely before he goes in it).. daily 100% water changes with new Epsom. It could take 8-12 days for it to clear if it is just an SBD problem.
    Are there any other signs of illness with him? Losing color, gasping? If you can, try to keep the bottom bare of substrate and see if he is going to the bathroom once you start feeding him again- I would fast him for at least 3 days to make sure his system gets cleared out.
