How much water flow needed

Water flow and surface agitation Can anyone give some information, on how much water flow is needed and surface agitation for a small tropical fish community tank, the tank itself is tall tank, about 150litres, I have powerheads with spray bars submerged, pointing at side of tank and one angled towards top, to get water surface movement, also I have ehiem eco pro 200 canister filter too, with the outflow pipe at the top, just under water surface sending a medium slow flow at top on one side of tank, I just need to know if small tropical fish like good current if so how much, and how much water agitation is needed, I only do bare bottom tanks, with few ornaments at bottom for hiding places, also run 2 x sponge filters with air bubbles, I like having a good clean filtered tank, and water is crystal clear and water parameters are excellent, ammonia,0, nitrite,0, nitrate barely traceable, ph 6.5

My fw tanks have no circulation. But than I use plants which consume co2 and return oxygen

my .02

maintain Fw and marine system with a strong emphasis on balanced, stabilized system that as much as possible are self substaning.

have maintained FW systems for up to 9 years with descendants from original fish and marine aquariums for up to 8 years.

With no water changes, untreated tap water, inexpensive lighting by first starting the tank with live plants (FW) or macro algae( marine)
