ok so what are the requirements for a puffer fish. I know that they need brackish water but how much salt do they need, also what kind of ph and temp and other things like that?

I don't think he means dwarf puffers because they do not need brackish water.
GSP's or Green Spotted Puffers need about 30 gallons for each GSP and eventually they need to be in full marine when adult. Their diet ranges from shrimp, snail, krill, bloodworms, clam, scallops and so on, but snails are a must to file down there teeth. You would need a lower end hydrometer, and the salt content should be from 1.008 to 1.0016.
They are cool fish and fun to watch, but to house two of these guys (which it is impossible to sex them) you would need at least a 55g.....

+1 to what ^ said.

You also have to remember that puffers are very delicate fish and are quick to get sick, since they are scaleless. If you decide to get some puffs, please make sure to do your research on the specific puffer in mind. ALWAYS start with a completely cycled tank. Puffs are very sensitive to their water parameters.
