May I please urge you to get something other than an anole?
They're one of the cheapest reptiles, but are incredibly hard to keep healthy and breed.
They're just captured by the thousands and shipped to stores and things. If you're catching them locally,, why remove them from their home?
Sorry, but I do feel quite strongly about it.
As far as the planting and substrate changing, you could probably just go with a sandy soil substrate and rake it once a week. Enough plants and such and it shouldn't be TOO much of a problem.
Short of that, your only alternative is to keep the plants in pots.
