Question White spot on Neon Tetra?

So, I have a newly set up ten gallon tank with 5 neon tetra. The water is where its needed for neon tetras, I get it tested at the local aquarium store. Lightly planted with Java Ferns. All the fish are lively, none of them acting sluggish. But there is one tetra that has a slightly raised bump on its upper side. It's not Ich from what I can tell but I'm not sure about neon tetra disease.

Here is the best picture I could get.

Any suggestions?

Definitely Neon Tetra Disease. Fish Disease - Neon Tetra Disease Unfortunately there is not a cure, best to just quarantine the fish before it infects the others.
