White cottony growth on my black moore's eye

Hi,
I've been scouring the internet trying to figure out what it wrong with my black moore and haven't been able to find anything. A few days ago he started developing this white stuff on his eye. It sorta looks like cotton. It was there for a few days and then fell off. After it was gone I thought he was ok but it grew back. It comes right out from his eye.

I have a 20 gallon tank that has 2 regular Goldfish (med size) and a fantail and then the moore. About 3 weeks ago I moved them from a 10 gallon tank to the 20. I've been doing partial water changes every week and I just changed the filter. When I set up the new tank I moved the bio filter from the old one to the new one hoping that would be ok. There wasn't a lot of info on moving fish to a new tank.

I would love some help on this. I don't want to lose my fish as we've had them for quite some time now.

First of all you are overstocked.
Goldfish need 55 gallons plus
and the cloud on the eye is probably fungus.
