Any recent tank cleanings?
Is your heater functioning correctly?
What size tank do you have them all in?
When did you buy them/when and what was the last fish purchase you made?

Seeing that it's a brand new tank, I'm wondering if you gave it time to completely cycle. What are the exact results for the ammonia, nitrite, and nitrate tests? How about temperature and pH? And other visual signs of illness? Is he eating?

I'd so some frequent, small water changes, to see if he perks up. If he doesn't seem to improve you might need to quarentine him for further treatment. Keep us updated with info on how he is doing and other signs of illness.

Test your pH, I'll bet thats what it is. Blue rams prefer a pH of 6.5ppm.

Edit: Sorry I just read that your other rams are doing fine? I'm still saying test your pH but there could be another problem here.
