Is this velvet on my angelfish?

Size of tank? 29 Gallon

2. Water parameters
a. Ammonia? 0
b. Nitrite? 0
c. Nitrate? 15 to 20
d. pH, KH and GH? ph is 7.8, not sure on the others
e. Test kit? API Master kit

3. Temperature? constant 80 degrees

4. FW (fresh water) or BW (brackish)? FW

5. How long the aquarium has been set up? 9 months

6. What fish do you have? How many are in your tank? How big are they? How long have you had them?
I have 1 angelfish, 9 neon tetras and 1 oto. All but the oto have been in the tank for 8 months, they are the original ones I put in when I set it up

7. Were the fish placed under quarantine period (minus the first batch from the point wherein the tank is ready to accommodate the inhabitants)?

8. a. Any live plants? Fake plants? 1 amazon sword, 1 anubis, 1 water fern and a bunch of water wisteria
b. Sand, gravel, barebottom? plant substrate in the bottom, I can't remember what it was called. no fake plants
c. Rocks, woods, fancy decors? Any hollow decors? 2 pieces of rock no other decor

9. a. Filtration? I had a topfin 30 on it until a couple of days ago when i upgraded to a aquatech 30-60 which has a flow rate of 330 gph
b. Heater? 100 watt heater

10. a. Lighting schedule? What lights are used? I upgraded my light to a 39 watt beamswork led about 3 weeks ago, lights on about 10 hours a day. pressurized c02 also about the same schedule
b. Any sunlight exposure? How long? no sunlight, some light from the room

11. a. Water change schedule? I always change my water once a week. I was changing about 70% because I was trying to get my nitrates down and then found out recently that my nitrates need to be higher in a planted tank so I have been doing about 30% the last couple of weeks. I very anal about my tank, i try to keep it spotless, if anything, I probably keep it too clean.
b. Volume of water changed?
c. Well water, tap water, RO water? tap water with prime.
d. Water conditioner used? prime
e. Frequency of gravel/sand (if any) vacuumed? i vaccum the gravel about every 2 weeks.

12. Foods? tetra dry food
How often are they fed? once a day

13. a. Any abnormal signs/symptoms? the angelfish is covered in a gold powder looking stuff. It appeared about a week or so ago but just in the last day or two has gotten much worse. It looks like it might be velvet to my untrained eye. I have been googling pics etc.
b. Appearance of poop ??
c. Appearance of gills? now looking yellow too

14. a. Have you treated your fish ahead of diagnosis? About a week ago I had a horrible outbreak of BGA, I have been treating it with the API erythromyacin (sp?), Friday I put 200mg per 10 gal (600mg) in and turned off all lights and c02, put in an air stone and covered the tank. Sunday I did a 50% water change, cleaned the filter, vaccumed the gravel and dosed again (same amount). covered the tank back up. Yesterday I put the new filter on and dosed again. I also began dosing with nitrates to get my nitrate level back up as it was almost 0.
b. What meds were used?

15. Insert photos of fish in question and full tank shot if necessary. I attached pics of the angelfish. The neon tetras and the oto, seem fine. Is this velvet? Do I need to do something? The coloring is definitely more pronounced. Please help me diagnose what is going on and know what to do. Thank you for your help.
