My betta is dying! velvet?

My betta started acting depressed, and got some whitish flour looking spots on his skin. Now he is lying on his side, breathing rapidly on the bottom of the aquarium. It's a 2.5g with a heater and filter, temp is 78, ammonia and nitrites zero. I don't know what to do. HELP!!

I would also add some salt to the water (about 1 tablespoon).
