I think my guppies might have fin rot...

I have a ten gallon aquarium with 6 male guppies in it, and they appear to be developing fin rot. At the very edge of several of their fins is discolored/transparent. One guppy has ragged fins, but no discoloration, so I think it is just fin nipping. They are displaying no other symptoms, they are all eating and swimming around normally.

Does this sound like fin rot? If so, what should I do to help fix it (besides increased water changes)?

Oh yeah, before the inevitable is asked...

My water parameters are:
Ammonia: 0 ppm
Nitirite: 0 ppm
Nitrate: ~20 ppm (it is difficult to read)
Ph: 8.0

If it is fin rot, my plan is to
1. Increase water changes.
2. Start dosing stress guard
3. If this doesn't work, I'll move the infected to a hospital tank and dose with salt.
4. If the problem gets even worse I'll dose with an antibiotic like maracyn.

Does this sound like a good plan?
