Help identifying two possible diseases, please!

Hello, I have on male bosmani rainbow and one male Betta splendens.

The rainbow had a female tank partner who died from an apparent fungus disease. It's been many weeks since, and he is starting to show some strange dark discoloration near his tail fin. His breathing is quite heavy and frequent as though gasping. Here is a picture:



Any ideas?

Also, I my male fighting fish has odd pale discoloration on top of his head, between his eyes. It's a rather splotchy discoloration. I'm not sure if it's to be concerned about. I have a picture, also, but it's not as good as the other one:



Any ideas?

That's a Praecox, not a Boesemani. I'm not sure what the discoloration is.
