With today's dechlorinators you don't actually have to let water sit anymore. If the gills aren't moving and he doesn't move for a while I'd say that he's probably "moved on". That amount of dechlorinator should have been ok, have you smelled the stuff in the bottle and determined that it's the same smell?

Ariel, you may be rushing into everything here too fast. Your betta jut died, and you got a new one. You cant use the same wate as a dead betta was in, and you should have cycled tank water for your new one. Defiantely not ready. You also have not found out the cause for the death. I would take some time to research everything before another mistake is made. Good luck.
