Guy without a fish

Ok folks I am not really sure what happened, I believe the bent tail issue from before had to do with a heater burn that you will see in the following pictures, but today I came home and my fish was not happily swimming anymore. If someone could please take a look at the following attachments and possibly give me some ideas as to what the problem might be I would appreciate it.

I checked my ammonia and nitrate levels and they were at a unsafe level. I am assuming from the red marks on the gills that this is likely the cause. But before I decide on getting another fish I would like to nip this in the butt. PH and chlorine, GH all fine. Tempature of water can be seen in the pictures.
You will notice the small white patch on picture 001 that is the heater burn that I reffered too earlier.

New fish or one that you have had? Too bad, it's a nice looking (Rhombeus?) fish. Are they hard to come by? I've never seen them for sale, just RBP's.

Also, details on the tank?

Yeah he was a rhombeus, hadnt turned black yet cause he was still a juvenile, he was new to me, pretty hard to come by, the tank was a 30g but i was gonna upgrade to a 100g when he reached 5 inches.

Ah, so he was that small. How long was the tank setup? Cycled? I'd say it was a combo of a sick fish from the beginning and the high ammonia/nitrates that did him in.

I'd love to have one but I can't see myself dedicating a tank that big to a single fish. If I did it would be a snakehead or large wolffish. The rhombeus are definitely my favorite of the P's though.

Tank was set up for many a year but the new filter wasnt really cycled, im still realatively new to fishkeeping and didnt know that it was the filter that needs to cycle and not the tank, its a learning process in my opinion.
