Gill cover edges curled on Piranha

I have taken an old Red bellied Piranha as a rescue fish.He came with his 3 foot tank (which was in a disgusting state, owners never heard of a gravel vac?).
He is temporary homed alone in a 2 foot tank, while I clean out his old tank.
I have noticed that the edges of his gill covers are curled over at the edges, does anyone know what has caused this and if I can cure it.
My only thought is that is was due to the water conditions, dirty & very hard water (large ammounts of white build-up on the tank glass/filter/heater etc).

I have just googled gill curl and found it is a problem with Piranha's etc when water quality is bad.I won't try the recomended way of treating it by massaging the gill covers though!
