Fish hanging out with the bubbles

Please help. I have a small 50 litre tank with 14 guppies, male and females. They all seem to be hanging out at the filter all pointing their mouth to the bubbles almost like they need oxygen, so i've added oxygen by placing a airstone in the water under the small stones but then they hang around those bubbles. i am loosing about 1 fish every two days and just don't know what it is. I have a small plant but it's too small to produce too much CO2, the water doesn't smell. i just don't know anymore?

How long has your tank been up and running, and do you have water readings?

Tank is running for about a year now, and no i don't have any water readings.. which do you suggest?

Firstly, I would suggest that you get a liquid test kit which will test for ammonia, nitrite and nitrate. Also, carry out an immediate water change.

How often do you normally carry out water changes?

i change the water bi-weekly if necesary. since the occurances i have changed the water, cleaned out the filter and replaced the charcoal and gauze. i will visit the petshop and get a tester and see what it indicates.
usually the dirt in the tank is green and goes down and lay underneath the stones, but for the last week it has a reddish colour to it and sticks to the top layer of stones and against the glass, could this indicate as something specific?
