emaciated African Dwarf Frog will not eat

Hi, I'm new and just needed some insight.
I have 2 ADFs that I bought about 3 months ago and both were doing wonderfully, until last week. One is fat, happy, and healthy, and the other is emaciated, floats at the bottom, and won't eat. I tapped on the tank and they both moved, and then the healthy one attacked the weak one, so I separated them, putting the weak one into a clean little cup (with one of the two snails for cleaning purposes).
It's condition hasn't changed. It still lingers on the bottom of the cup, ignored the food I gave it, and still looks weak and emaciated. I can see right through it. It doesn't move much, even when I move the cup a little.

Any thoughts? Solutions??

I couldn't really tell you whats wrong with this frog. My best bet would be poor water conditions. But the other one is ok, so its hard to tell, it could even be internal parasites. Can you post a picture? I don't think the frog will do better in a cup, and not with snails in it (yuck!) Those snails and making the water wayyyy more dirty then it would be without them. Honestly, the frog sounds to be in poor condition and should probably be euthanized. Unless anyone else has anything to say about it. Putting him out of his misery is more humane then trying to save his life at this point.

How fast did this happen?

I was told the snails (which are Olive Nerenes, I believe) were supposed to aid in cleaning the tank, not polluting it.

He was quite active in his attempts to avoid the camera though...improvement?

Does he accept food now? Could it be a case of the bigger one just picking on him?

Even though snails clean they poop a lot too. Its not like your frogs eaten, hes not producing to much waste so the snails are probably adding more waste then the frog is.

actually, i brought him with me to my desk to take pics and he's active all the sudden. Still won't eat. I tried switching the food to bloodworms too...he snapped at one bit after several hours (whilst hiding from the camera), but didn't eat
