Black Bubbles on Swordtails Sword

I have never encountered this before, I don't know if it is a tumor on his fin or a parasite.

-He is black himself
-He is acting normal
-The water appears to be fine
-No other fish are showing signs of the samething.
-It appears to be attached like ich but rounded and black and a little bit larger.
