I got my Betta on Saturday. and he has been acting unusual. He's a small, super delta-betta. They're usually very lazy, I am aware of, but even when both betta bowls were next to eachother, my other betta puffed up, but he didn't. He hasn't been eating, and I give him commercial food. He is in a bowl, waiting while I cycle the exclipse 12 gallon. I think after shipment trauma, bettas deserve a good life, therefore I get bettas one at a time, and put them in the Eclipse twelve gallon until they pass away.
He's mustard-gas.

i cant help you with your problem but i can say this you may not be aware of this but sticking one betta in direct view of another is about the equivelent of holding a gun to the glass of the tank although puffing as you call it may look good it actualy realy stressful on the fish.
as for your problem my betta was acting like that so i put him in a larger tank and added a strong power filter.
apperantly the problem of a build up of harmfull and yet hard to see nitrates in the water dose the lower areas in the tank have a slight brown to yelow tinge keep in mind that it is very hard to see so try putting a white background behind the tank this will help you spot any discoloration of the water.
I hope this helps you I know it did when my friend told me when I had this problem
