I'm another vote for internal parasites. He does look a tad deformed, but I still believe it is internal parasites.

There are some white specks on him(that could be ich), but it could be the lighting....

Iv been using a medicine that covers ich and body sores and open wounds just incase, as i thought he looked like he'd been in a war zone.

im now going to treat for parasites and see if he starts to look better.

Find a good strong medicine for it. Or one you feed to them directly, those work better than the waterborne ones. I had no luck with the stuff you put in the water. Unfortunately here we have very, very slim pickings, I know the ones you feed them exist, I just don't know the names of them. lol You have to have on-site vets here or it's illegal to sell real medications. ^^;

Keep in mind that he may show improvement if it works, or he may die...or it could take a while. He's been suffering for a while so he may never be normal again, but either way he may take a few weeks to put weight on.

I've found a new symptom, the fish is blind, it is unable to see food and is just grabbing food by luck, and can't even see me get near the tank, so when most fish scatter as I get close, he just stays put, I'm wondering if he's so ill he won't recover and whether I should put him to rest?

So long as he is eating and thriving, I wouldn't worry too much about it. Just make sure it isn't getting infected.
