African Dwarf Frog (not clawed)

I bought 2 frogs on Monday and they were doing great. One came with sloughing off skin and I understand this is normal but I think he dieing. Last nite he stayed in one of the floating plants for quite a awhile but seemed to be okay and his skin seemed to be almost done doing it's thing. This morning I thought he was dead but hadn't floated to the top yet. He is standing on the bottom of the tank stretched out like he's headed to the top of the tank but kind of floating in place. I put my hand in and he didn't move at all and a fish went by and he didn't move then either. I then put my hand in and gently eased him into my hand and he moved one of his back legs just a bit, so I brought him to the surface and then put him back in he sort of floating in the same position I found him back to the bottom of the tank. I put a shrimp pellet in front of face and lightly put his front end down. He still didn't do anything. I tried putting him in a floating plant but his back end just wanted to sink to the bottom. He does have a slight cloud to his main body. When he sunk back to the bottom this time he ended up on his back so I fliiped him over. I know he will be dead shortly but is there a cause?

Well he was deadwhen I got home. I forgot that they don't float when they die. He had a bit of a white "fuzz" look to his back and his body had a tad bit of death bloat to him. The other one has started to slough off his skin but is still active so I guess I'll just keep an eye on him. Checked params and they were good except for the nitrates. ph 8.1, ammonia 0, nitrite 0, and nitrate at 2.5.
