Vinegar and water, new sponge and a razor blade. No soap or any chemicals. Bleach/water can be used to disinfect, just use hot water to rinse completely and let it completely dry.

be careful of silicon edges on the tank with the razor blade.

1 part vinegar 2 parts water bath IMO, let soak for 24 hours (If it has excessive coraline algae buildup left). You can then rinse in hot RO/DI water for another few hours to remove remaining vinegar.

If you need to cook rock, let sit in a 1:10 bleach solution overnight, then several heavy rinses in RO/DI water after. That'll help remove any organics on the rock.

alright now another i've got water, salt and sand in to but when i added to sand to it its been kinda cloudy ever since it seems to be clearing although need more advice

Tanks can take 24 hours to a week to settle completely. Patience is key with saltwater fishkeeping.
