Yes, there are a number of different manufacturers. Ebay might be your best bet for a good price.

If your handy, they're quite simple to construct. All you need is an empty tank, a 2' x 4' sheet of acrylic from Lowes, a Eggcrate ceiling tile, and a few tubes of Aquarium Silicone.

No. A sump is great to hide equipment. Depending on your set up, you may not need a sump. There are LOTS of other pros to adding a sump but for a basic salt water set up, you will not need one.
