Starting tank UV OR no UV

Hi

Im starting my tank soon and was wondering should i have the uv light off for the cycling period, so that bacteria has a chance to grow?
I am going to start with a bacitiria starter liquid and fresh sea water and crushed coral.

I got a 9W uv built in to my canister filter.
