>tank, stand, 1-2" of aragonite sand only for aesthetics.
>Eheim 2217 canister filter. $119 online. This will be your biological and mech filtration. Clean it often. (I generally only recommend this for "fish only tanks", not reefs). You could buy the smaller 2215 but for a couple bucks more, go big. Buy big and quality so it lasts and can be used on your next tank.
>A sump, be it super nice or a plain ol 30g tank. Found this earlier on Ebay. http://cgi.ebay.com/Refugium-Sump-We...QQcmdZViewItem
>You'll probably need a HOT overflow. About $30-65. 900GPH. Here is one I used. http://cgi.ebay.com/AQUARIUM-OVERFLO...QQcmdZViewItem
>Eheim 1260 return pump. $119 http://www.bigalsonline.com/BigAlsUS...mhobbypump1260
>good skimmer, I'd choose an ASM G2 or Euroreef RS80. The G2 is a large skimmer but it will last and you can keep it around for your 150g tank you'll buy sooner or later.
ER RS80, A lot higher build quality but a little smaller and more expensive, http://cgi.ebay.com/Euro-Reef-Protei...QQcmdZViewItem
I've seen these units on Ebay for a long time. Not the highest quality pieces, you'll end up replacing the pumps within the year. The nice things are that you'll already have an idea of how everything works together, comes with a CSS skimmer, and a refugium. The fuge will help extract algae causing excess nutrients. I've never received this kit, nor have I any feed back.
The items above are a bit more expensive, I realize you are on a budget, but they will last you years and years compared to a year. You can compare other items to what was listed replacing items for like items. Some thigns could be transfered to a "reef" tank if you change directions later, some will be omitted. Hope this helps as a start. I realize this stuff isn't cheap. Cheap stuff is generally, well cheap. I have probably $10,000 wrapped into my 75g tank and that increases every week. I know for a fact that my 400g build has set me back close to $12,000 and most equipment is used. It would have set me back closer to $30,000. Keep us up to date.
