Power Compact Lighting Compared to VHO

Everything i've seen is telling me to get somewhere between 4-8 watts per gallon or at least around there but as i look deeper into upgrading my current hood im getting confused.

A 55W power compact bulb supposedly puts out as much light as a 95 watt VHO but if this is true, what bulb is the watt per gallon using to determine the right amount per gallon.

I was planning on buying a 2X95W system from A&H supply for $114 but now im not sure if its necessary for my 29 gallon.

i cant really help but im pretty sure watts not only measures the light coming off of an object, but also the heat it gives off, thats why a light thats incandescant can have so much more watts yet be not as bright as a flourescant.
