Question I need help with chossing what lighting i need for coral i have T12 bulbs????

I am starting a eclipse 29 gallon saltwater tank. i have 40 pounds of live rock in it which made my water extremly cloudy i heard that that is not a problem and should be good in about 5 days. But my main question is is my lighting an issue? the most wattage the eclipse light can put out is 20 to 40, and i would love to have coral. also do i need a protein skimmer or a wave maker. Thank you
