Fitting Skimmer/ Help needed.

Hi, since getting a new tank im having trouble fitting my deltec hang-on skimmer. it fits on but i think the water level is too low, it fills ok when the air in-take is closed, but when i let the air in, the in-take fills with air, and no more water is sucked up the pipes, can you help please??
