Spend $100 at Petco, buy a 40 gallon breeder, and glue some plexiglass baffles in. Read Understanding Sumps
in the Sumps & Refugiums section of this forum, it will help you in gluing up your own sump. If you don't want to go that route, buy an acrylic sump, but don't use the filter floss or bioballs, or any other mechanical filtration.
The basics of filtration in a reef system are: A good Protein Skimmer, Live Rock and Live Sand, preferably 4"-6" deep.
Spend the remaining money on a good quality skimmer.
