My stocking limit

I have a 75 gallon tank and i'm slowly adding plants so as of now its lightly planted.

I have as of now:

8 black phantom tetra
5 diamond tetra
1 lemon tetra
5 angel fish
1 flame morph dwarf gourami
1 Columbia zebra pleco
3 oto catfish

I would like to bring my stocking level to:

10 black phantom tetra
9 diamond tetra
8 lemon tetra
5 angel fish
1 dwarf gourami
1 Colombian zebra pleco
3 oto catfish.

Also if i have the room I'd like a surface dwelling fish in the future when I get some taller plants that will cover the top a little bit to.
Possible a school of hatchet fish or penguin tetra? Only if room allows.

Given the eventual mature size of all these, and to have a reasonable spread of fish top to bottom, I would suggest 7 not 9 Diamond. Surface fish are good, in this case the true Penguin Tetra (7) or the Marble Hatchetfish (12).

So I'd be good with going with 7 instead of 9 diamond and then eventually adding the tetra or the hatchet fish

I'd say so.
